Note:  The following information is provided as an overview of the Town of Leesburg’s benefit program for full-time employees eligible to receive town benefits.  Leave accrual rates are higher for employees scheduled to work more than 75 hours bi-weekly, and lower for part-time employees.  Please refer to the Personnel Manual or other appropriate plan documents for further details.

Eligible part-time employees will accrue annual leave at a rate proportionate to the ratio of scheduled hours of work per week to the standard work-week.

Sick Leave

Eligible full-time employees will accrue sick leave at a rate of one day per month.

12.5 paid holidays per year.

Bereavement Leave

Immediate

Provides up to 3 days of leave due to the death of a member of the employee’s extended family.  This leave is not charged to employees’ leave balances.

Sick Leave Sharing

 

If an employee has suffered an incapacitating and life-threatening illness or injury, his/her department head may apply for sick leave sharing on the employee’s behalf. 

Donated leave must be approved by the Town Manager.

The Town pays the full cost of retirement benefits through the Virginia Retirement System (VRS), which consists of a 5% contribution made on behalf of the employee, and the employers’ contribution, which is determined annually (7.62 % for FY 2009).

All full-time regular and part-time regular employees and their eligible dependents are eligible for enrollment in the towns health and dental service plan.
The cost to provide this benefit for employees and their eligible dependents is currently shared by the employee and the town. Regular part-time employees receive half coverage costs paid by the town.

All full-time and part-time regular employees and their eligible dependents are eligible to participate in the town’s eye care service plan.  This benefit is included in the overall health insurance package.

The cost to provide this benefit is currently shared by the employee and the town.  Regular part-time employees receive half coverage costs paid by the town.

Optional Benefit

Subject to annual appropriations the Town contributes $900 per fiscal year towards regular full-time employee’s OB.  Employees may select from both non-taxable and taxable benefits by completing the Optional Benefit Designation form.

Provides partial income continuation for employees who are disabled to perform the duties of their job.

The plan provides a monthly benefit of 60% of pre-disability earnings up to a maximum monthly benefit of $5,000 reduced by income from other sources.

Retirement savings plan that allows to defer up to $15,000 annually (calendar year 2008 limit). 

The minimum deferral amount is $15 per pay period.  Amounts deferred are not subject to federal and state income taxes.  The town matches up to $15/ pay period.

Employees may defer $2000/yr. for unreimbursed medical expenses and/or up to $5000 for dependant day care.  Your participation allows a portion of your salary to be redirected to provide reimbursement for these types of expenses.

To provide for payment of an employees medical expenses and for partial salary continuation in the event of a work-related accident or illness, employees are covered by workers compensation insurance. The amount of benefits payable and the duration of payment depend on the nature of the injury or illness. In general, however, all medical expenses incurred in connection with an injury or illness are paid in full, and partial salary payments are provided beginning with the fourth consecutive day of your absence from work.

Tuition Reimbursement

Regular full-time employees may take courses  which relate to their position at an approved institution.  Preliminary approval for tuition reimbursement is obtained from the department director and the HR Director before course begins.  Town pays up to 75% of tuition up to a maximum of $2500 in tuition costs reimbursed for each fiscal year.
