A.V. Symington Donation Information




Introduction

Mrs. A.V. SymingtonDuring the spring of 2004, A.V. Symington bequeathed to Ida Lee Park approximately $5,000,000 for the provision of recreational services and/or the purchase of equipment.

The will specifically states that the funds are to be used “exclusively for the purchase or construction of improvements and/or purchase of equipment and services for public recreational and educational purposes at Ida Lee Recreation Center”.

In the fall of 2004 the Town of Leesburg received an initial payment of $2,500,000; the remaining $2,000,000 will be distributed once the estate is settled. The firm of Hughes Group Architects was contracted to work with staff and members of the Parks and Recreation Advisory Commission to help identify possible uses of the Symington donation, coordinate public input, develop conceptual design, and provide feasibility analysis.


Goal

The overall goal is to utilize these funds in a manner that improves the recreational opportunities of the community and Ida Lee Park while honoring the legacy of A.V. Symington.


Status
  • The Parks and Recreation Advisory Commission worked with Town staff to develop a list of four possible projects that could be developed utilizing the A.V. Symington donation.
  • On February 5, 2005 a community input session was held at the Ida Lee Park Recreation Center. The four main projects identified by the Parks and Recreation Advisory Commission were discussed and new ideas were solicited. The main projects discussed in no specific order were: Land Acquisition, Expansion of the Recreation Center to include fitness, aquatics, and youth services, an Indoor Tennis Facility, and an Outdoor Pool.
  • Conduct an initial community input session – Complete

  • Conduct a feasibility analysis of projects identified in the Town wide survey. – Complete
  • Conduct a second community input session to discuss the results of the survey and feasibility study. This session was held on Saturday, October 29, 2005 at 9 a.m. in the lower level of Ida Lee Park Recreation Center. – Complete
  • After consultation from financial advisors for the Town of Leesburg, the Parks and Recreation Commission has endorsed a plan that would acquire adjacent land and develop an outdoor pool and indoor tennis center.
  • The Leesburg Town Council, at their January 10, 2006 meeting, voted 6-0-1 to approve the plan endorsed by the Leesburg Parks and Recreation Advisory Commission for the development of an outdoor pool and indoor tennis center along with the acquisition of adjacent land at Ida Lee Park.
  • Design an Engineering firms have been selected to provide services for the outdoor pool and tennis projects.
  • The Leesburg Town Council at their January 23, 2007 meeting voted 7–0 to approve a plan endorsed by the Parks and Recreation Advisory Commission to re-allocate project funding that was approved in resolution No. 2006-10.   The budget for the outdoor pool project is now $7,000,000 and land acquisition is $1,000,000.

Land Acquisition

The terms of Mrs. Symington’s will allows for the purchase of property that is contiguous to Ida Lee Park. The only land available at this time that meets that criteria is located north of the park along RT 15. The property is approximately 240 acres, with 40 acres being located within the Town of Leesburg corporate limits.

Recreation Center Expansion

An expansion to the Ida Lee Park Recreation Center could include the following enhancements: expand the square footage of the fitness room, expand the size of the childcare facility, increase the size of the fitness locker rooms and family changing room, modify the existing Main pool to create more lap lanes, construct a new leisure themed indoor pool, and the relocation of the pre-school room and multi-purpose rooms to allow for easier access.

 

Indoor Tennis Facility

An indoor tennis facility could be located at the Ida Lee Park Tennis Center. The facility could be either inflatable or semi-rigid construction.

Outdoor Pool

A Family Aquatics Center could be located on the grounds of Ida Lee Park. Some of the amenities could include: waterslides, lazy rivers, vortex pools, zero depth areas, spray features, picnic and grass areas, and general swim areas.
